Haven't been to St Andrews for some years now, Douglas, but I can speculate
that it has the same purpose as the structure at St Helier seen here:

St Helier has a 39'/12m tidal range close to that of the Bay of Fundy, and
the structure holds back water on the ebb tide to allow bathing (if not
swimming) whatever the state of the tide.

All of these sets are very tranquil, relaxing, and beautifully done, 
John, but I'm curious as to the square pool structure seen in Set 31. 
Any idea what it was for?
