[Leica] Monday misc.

California has had water deficiencies for quite some time.  When Austin was
in a drought there were rather severe penalties for non emergency water
use.  We still have a tiered billing sequence so that everyone can afford a
drink of water and an occasional shower but increases cost rather
dramatically after that.
