What HCB actually said was "La netteté est un concept bourgeois. », which doesn’t actually refer to both meanings of « sharpness » in English. 

Think of Nette v Blurred. 
And Piquée v Out of focus or Soft. 

Of course the blur can result from motion of the subject, or from camera shake. 
Piquée is mostly linked with the gear, think of resolution, definition, flare, etc.

Sharpness in his mind was limited to the former. 
Would he have used a Leica had it been the latter?

And he was himself a neat sharp bourgeois in motion ;-)
