The video feature, once you can do Liveview, is a bunch of code.   Costs nothing in hardware.  Liveview seems like a useful function.  Testing focus accuracy, maybe dark places, maybe awkward position of the camera compared to the eye....
I have had 4 cameras that do video.  Have no idea if it works or not on any of them.

For others, it is a must have...... 
To each his own.....

The Real Leica Macho Man ( Woman), would never use it......  It is not traditional, it is not film, it is not B+W, it is not ..Henri Cartier-Bresson macho.

Cameras are designed by committees of marketers and engineers, both people that tend to load cameras with unimportant features. One of those is video. 
I'll bet that many of us on this list, photographers all, have never shot a video with our digital camera,

I see the M10 as being what a digital Leica should be. Every “modern” 
digital I have shoots video. The number of times I have used that capability? Less than 1% of the time I spend taking photos and literally no one has ever seen the video results. Hard to hang video on the wall (although the new LG TV might make me eat those words).
