Bill—
If ~200-dpi resolution is just acceptable in a print, you need ~3400 dots along the long dimension of an 11 x 17 print. This means scanner resolution close to 2500 dpi on a 24 x 36-mm negative.
Many feel that, for prints that are to be viewed closely, ~300 dpi is needed, so a scanner that can achieve ~3500 dpi (if the grain structure of the film supports it, of course). My experience with my Epson V700 and Nikon Coolscan LS-5000 is that the flatbed is OK for casually viewed prints, but the dedicated 35mm scanner produces clearly superior results, as expected.
