[Leica] IMGs: New Chimney installation

If he had no sway anchor on a scaffold that tall, then he DID NOT know 
what he was doing.  In the USA, he would also have been required to have 
steps from one platform to the next.  To me, it looks like he was 
cutting a lot of corners, making it rather risky.
