As to the weather, these exceptional storms struck locally.
And Meteo France had issued repeated warnings.
The amount of destruction results from (bad and over) urbanization; tar replaces ground, and water being water, finds the easiest way to run down steep slopes in abundance…
The number of casualties/deaths is mainly due to car owners who either drove on, or tried to rescue vehicles from flooded basements.
My bet is that Leon should be safe.
