that may or may not be true, but regardless...

with HIPPA  anyone can complain, rightly or wrongly, simply by filling out an online form, anonymously...   so the complaint becomes legitimate...even though the identity of the complainer is protected. The person about whom the complaint is written needs to get a lawyer (a specialist), and will pay big bucks, even if a signed permission has been correctly filled out and is filed (it may take years before that permission is even requested and looked at)...

the whole idea of "assumption of innocence" is turned upside down...
