Great shot of an interesting bird. I would spot out that small whatever it is
just to the upper right of the bill. Picky Picky ;-)

Sacramento County is possibly the northern end of this bird's normal range; their diet is primarily fruit and insects. This particular bird is an immature male who has found the birdbath in my yard:

The adult male will not have light-colored tips on its feathers.
