[Leica] Poor families in Troy, NY

Many state universities in the USA charge significantly higher tuition to
non-US citizens who are not permanent residents of the United States. I
know when I was at Indiana University, there were three tuition rates.
Lowest was for Indiana residents. The state government subsidized our
tuition, so that it was less than half what non-Indiana residents paid.
This low rate was for both US Citizens and permanent resident immigrants
who lived in Indiana.
American citizens or immigrants who did not live in Indiana paid the 'out
of state' rate. Foreign students who were in the US just to go to school
paid the highest tuition of all. I think they did that simply because they
knew most foreign students came from wealthy families and could afford the
high price!
If New York's universities gave free tuition, it was probably only for New
York residents. Out of state and international students were probably not
given the free tuition, and were likely charged a lot more than NY
residents would have paid if it wasn't free for them.
