While parts of your town seem a bit rundown, I saw the same thing in Texas small towns all over the state in 2005. Fifteen years of rapid growth have mostly fixed the decay with the towns reviving as folks move a bit away from the cities; so as the southeast booms the buildings should find new tenants as the fudge folks seem to be doing OK. Interestingly, the signs that people don't call 911(referencing the backhoe sign) that were rampant in 2005-2009 have largely disappeared with the growth. Last, folks just can't seem to keep from overfilling dumpsters even though mattresses flying through the air are a terrible sight if you are in the line of flight.
