Since my files are on a local HD I tried right now to de-activate my wifi, then opened LR CCC, selected a file, fiddled with it to make sure it worked, and exported the jepg to my desk. No problem. So far, it seems to have a life of its own when not connected. I may/must be missing something (apart from the updates) but all seems fine off line. Try it at home.
