It was an abysmal failure. The roof made the whole downtown dark and depressing. Nobody ever went there. Long before the conversion was paid for, the new CofC decided to take the roof off and restore the downtown to historical, downtown Rock Hill! The old buildings were still there behind the super-imposed roof. Downtown is now growing and prospering, in spite of the decisions of those who know best!!
