It is a Android phone that primarily uses wi-fi but will switch to any carriers signal. Cost is $10/gig up to$60. My daughter has had one for three months now and has traveled throughout the US without issue or without service. I might add that like most 30ish she uses her phone continuously. I had to Google it as I don't think it is beyond a slow roll out. Also only available online from Google. You will however be both free from ISP's and more entangled by Alphabet.
