We have an extremely diverse population and a large relatively new immigrant population. Taking Atlanta as an example we have a critical mass of Spanish speakers, Vietnamese speakers, several dialects of Chinese, most Indian languages, and most European languages for those speakers to rarely have to speak English if they choose not to. Traditionally, the education system trained the children in English so the second generation would blend the two cultures. Today, not so much. Our schools would do well to use the International Schools habit of instruction in at least two languages for a whole host of reasons. So, without going extremely long, the non English speaking communities are large enough that there is no reason to learn English to pay the bills and the education system allows students to graduate without a well grounded knowledge of the base language.
