If you have LR build 1:1 previews of the files you are working on, they will pop onto the screen immediately. I think Smart Previews do, too. It is the Standard-sized previews that are very slow to load. You can set LR to build 1:1 previews and then discard them after a certain amount of time to save space. Hope this helps.
