It always seems to me, from a zillion miles away, admittedly, to be bureaucrats running amok in a very rigid bureaucratic set up! Living in India, I have come to loathe an overactive bureaucracy protecting its powers, they are the worst impediment for growth and innovation in a country - even the politicians have to get reelected periodically, after all.
