No. I don't get it either.

However the week before I had seen some photos that Salgado took in the 50s 
of
the Tour so I thought I would go along and have a look - with a camera!

...and yes the spectators *are* idiotic and nothing short of dangerous in 
*some*
cases (as are the camera bikes), but not in most.
