Hi Chris,
May I suggest a possibility? If all the gear is still in place.
Make a time exposure while the ferris wheel is in  motion and as we see all
the ground level tid-bits are completely still.?
Just a passing thought if you feel it "might have some merit?" Certainly
filling the space with beautiful light in motion?
Maybe?

buying something from the Candy Factory, a food trailer that sat in front of
the Ferris Wheel.
