Thing is Frank, most computer programs I've ever worked with I only use a fraction of the total capabilities of the program. Even simpler programs there is always plenty of stuff in the menus I have no clue what they do.. The way it works is ever you ever need it you figure it out. So this being a criticism of Photoshop I don't know. You can saw this about half the programs out there... ninety percent of the time. :) Microsoft Word I use every day but I'm sure a small subset of its capabilities. I really felt like I had a grip on Microsoft Word 3. But that was a decade ago. When they upgraded it I was lost. (wow that was 1987, 27 years ago!) Another often read on the internet reason to not use it is it is claimed that it is not for photography but desktop publishing - prepress plate making or computer to plate and yes those guys use it too. Not a reason I think for photographers not to have used it all these 25 years. Not a reason for kids in the 90's to have played with it during recess instead of playing stickball or video games .
