I actually reduced the contrast at the front a little, but only a little, then picked out a few of the houses in the foreground by lightening them. There are actually quite a lot of them and I felt that they would detract from the focus of the image; I didn't want to detract from the clouds and the pool of light in the mid right. But I did want the buildings in for a sense of scale. It is all there in the RAW image though. I just dodged and burnt fairly selectively.
