In this case they were deliberately re-introduced; rather, they seem to have migrated north from Germany. One of the side benefits of urbanization is that population is concentrated in the cities so the rural areas become re-forested and to some degree return to the wild, at least the marginal quality soil areas. The only people who do not like the wolves are the sheep farmers who lose a certain number of animals to the wolves. There is compensation scheme for them.
