I went a couple of years ago, and it was a wonderful experience for someone Anglophile like me to have proper fish and chips for lunch in a proper English pub, but sitting outside in the warm sunshine in January. The English waitress told me that she could not afford to live in Gibraltar itself and lived across the border on the Spanish side.
