Hmm. But if you are scrolled down on the right panel, and you click on a 
tool like the adjustment brush, do you see the adjustment brush controls, or 
do you have to scroll back up to the top of the right panel to see them?

I'm on Windows 7 and LR4 works just like LR3 did.  The panel for
adjustments stays open until you close it.
