There are no rules.  Lithographers used to change a small element of their
image and reprint it and sell it as a new edition.  Some photogs make an
edition of a certain size and then change the size and make a new edition.
Sounds like that is what Eggleston did.  Probably needs money.  Unless a
negative is destroyed, it can be printed.  Well that's not true.  A print
could be scanned and that reprinted.....

Like all art, the value is determined by what you want to pay and if you
like it and want to buy it.  I have lots of didn't buy a print regrets.
