Following the fall of the wall (1989), streamlining the forces means lots of huge now derelict buildings are nothing but useless pieces inherited from a bellicous past. Some of them have been restaured and turned into university buildings, hotels, residences, etc. Better this than barracks IMHO The whole city retains its austere military atmosphere though.
