The M9Ti has a lot of features that are different and experimental in the sense that Leica AG want to see what the response is. It's a concept camera rather than a special, and as such the factory has different expectations from its sale and responses than the specials. The specials are completely outside the sphere of interest and concern of actual photographers, and are intended for well heeled collectors only. The Ti is a probe for directions the M series should take for future developments.
