There is nothing in the setting which will set the right default from what I can tell. Here is what you have to do. When you create a new message via your browser, GMail puts you into a compose window. Just below the text box for the subject, you will see a line of formatting options icons. Toward the end of this line of icons, you will see "<< Plain Text". Click on that to force your message to be in plain text mode. I haven't found any setting to make this the default...
