I've tried the whole range of dilutions too, down to none at all.  In my 
previous apartment, Kodak's recommendations worked fine.  With my current 
water supply, it's too much.  1 drop from my eyedropper per oz of distilled 
water in the final wash works perfectly for me.  I think it works out to be 
a dilution of about 1:300 instead of Kodak's recommended 1:200.  Cutting the 
rec in half to 1:400 most certainly did not work form.
