Judging from several details, especially the visibility of the onlookers' clothing, the "with-filter" picture clearly got considerably more exposure than the "without", making the washout look worse than it actually was. Even the blaze of light around the lamps looks like a lot more than could be accounted for by diffusion and reflection. A more valid comparison would have compared identical exposures.
