Does sensor size has anything to do with it?

If AF is turned off, and live view LCD is turned off, and exposure is in 
constant monitor TTL and updating, then there are no systems that have to 
kick up on depressing the button; nothing that has to be figured out to slow 
down the shot. You're just flipping the switch on the shutter.
 
Larger or smaller angles, distances, dimensions can't affect the duration of 
calculations that aren't happening in the first place, it seems to me.

Though your LX3 is Minox format and the X1 is half frame.
Your normal lens is a 9.23mm. That's the diagonal.

The diagonal for a half frame or APS-C is near 28.

So Its not apples and oranges
Its apricots and cantaloupes.
