I recall there was a Lugger who lost a bundle on a sale because he did not have signature confirmation. So now I insist on insurance and signature confirmation on all paypal transactions. Did you have proof of mailing for your parcel? If so, why did paypal not accept that you had done your duty and the missing parcel was not your fault?
