The transport system is excellent, with regional trains, buses and a metro, so to get around you do not need a car. One reason for renting one is to take a day trip to Sweden. I have a favorite route that I sometimes take. I would recommend visiting only between May and September, though. The fall and winter are dreary, with just a few hours of daylight, and what light there is requires at least ISO 400 at f4 or wider. I go there in November because the 1st is the anniversary of my father's death, but without that kind of emotional connection I would recommend visiting in the summer. To answer your questions: yes, the bikes are locked, and English is widely spoken. German much less so.
