Generally even more than two sides to every story ;~)
Yes, many facets exist which affect the surge on restricting  
photography.
        the 9/11 / terrorist excuse
        the web's effect on perceptions of privacy
        idiot  abusive photographers
        greed (folks imagining they can profit from your photographs)
        (others can add to the list)

the end result remains the same - restrict photographers: make them  
get permits and releases
and those of us who take our craft seriously
need to address the issues to protect our ability to work
or suffer the consequences
