This could not be more true.
When I started photography in 1961 (first camera) there were two very  
serious limits on producing good photographs, firstly the technique  
required to produce properly exposed in focus shots on the available  
equipment, and secondly the enormous cost, in post war England at  
least, of quality cameras the import of which was heavily taxed.
It has been always the case that the composition (standing in the  
right place and pressing the button at the right time, as I was told)  
is the main thing but now, for a relatively low sum, anybody can buy  
a piece of equipment which will mostly deal with any technical issues  
adequately on its own.
In my business the great pros are still there but they have been  
joined by dozens who may not be able to take a picture with a Leica  
or Nikon F. Some of them do great work but the requirement to be a  
competent technician is gone 99% of the time.
