I see the same result in PS if the contrast is too high and then the exposure is increased in the shadow areas to get more detail. It doesn't matter if the file is from film or digital. I would expect the film is OK and the problem is in the scan settings. You might want to check the negatives with a loupe or microscope to be sure. These photos are too precious and should be displayed at their best. They should be hanging in a museum, they are that good.
