Frank,
You are correct as to the one year warranty for defects in materials and
workmanship.  The passport is a separate benefit for purchasing from an
authorized dealer in the U.S. of officially imported goods by Leica U.S.A.
They can require whatever hoops they deem appropriate for the benefit of a
no fault repair policy.
