I'm a bit lucky in that I go to the Issaquah, WA Costco, just across the boulevard from Costco Corporate HQ. This lab is where they trot out any new photo processing gear - they premiered the Fuji Frontier system here a couple of years ago. I've seen acouple of newer Fuji printers installed that I haven't seen at the other stores yet. They also have the advantage of Costco's corporate photo services group across the street, so the training is first rate. Overall, I'd say Costco has the best consumer C-41 service in a "walk-in" environment. I've also had some Kodak 100 Pro chrome scanned to disc here. Not fabulous but not bad either. Photoshop adjusted easily. For the very best in B&W work, I always go to Panda Labs in downtown Seattle. They get boxes full of wedding film from all over the country, and still to hand retouching of finished prints. A dying art.
