I was going to suggest "tit-for-tat" because I recall that strategy "won" the most from my game theory books (got to study with Schelling, an old game theory pioneer and Kennedy era nuclear strategist.) But then I thought about the success (hard word to use, but whatever) of overwhelming force, and well, I then surmised that the nature of retaliation would be (1) situational or (2) at least based on principles unknown to me.
