I wince every time someone says that the authorities are "paranoid." No, they know exactly what they are doing. The point is to intimidate the general populace, plain and simple. Remember Sherlock Holmes - "when all the other possibilities have been removed, the remaining possibility, no matter how unlikely, must be the truth." :-) or I guess that should be :-( in this case.
