I agree with Brian. I have always used distilled water for this, 
regardless of where I lived. It is such a small price to pay for peace 
of mind.

And Feli, it is indeed 4 liters of water, dissolve solution A (really 
well), then add and dissolve B, and then add water to make 5 liters. 
Make sure the liquid is completely clear, it should look like water, 
without flakes of undissolved XTOL floating around.
