So, you can not plot the destruction of the U.S., but you can run a gambling casino. You can not shoot Bureau of Indian Affairs officials, but you can smoke peyote to your hearts content. You can discriminate against just about anyone not a member of the tribe, you can set your own laws pretty much as you see fit.
