Sounds like conversion to me.  The tech won't return any communications 
regarding the status of your CLA's since 2003?  I'd start looking into more 
forceful (and legally binding) communication techniques.

I have had a pair of M2 and M3 with someone (whose name shall not be
mentioned) since September 2003 and he is now not answering my e-mails nor
phone calls!

I have since employed my own Leica repairman whose turnaround time is only
one week :-)
