So it protects the cyclists. A curiosa: our broken lines in the middle signal the speed limit. At 50km/hour they're short and closely spaced. They then get longer with more space between them as the limit goes up to 70 kph and 90 kph. I don't think there's a convention for 110 kph but that speed is only used on a motorway and it doesn't change.
