Failure to identify seems to be the phrase everyone uses. I did a quick
google search and found a texas attorney who specializes in "failure to
identify" cases. It is probably a big issue in immigration cases.

I think it was the same in Chicago after the Democratic Convention....I
was
stopped a number of times...You didn't dare challange the cop....
