They do seem to be using the fear of being caught as the primary
deterrent, not the likelihood of being caught. When you find someone
with a pen knife in their pocket, arrest them, put his mug shot on
www.foxnews.com, and make an example of him.

BTW simon - I'm sure you read the latest tests of US Airport security?
The
level of effectiveness was found to be almost exactly the same as that
in
1989 - which is to say very poor. Testers actually got good old S&W 38's
through security and on to planes (then there was the poor tourist who
got
home, opened his suitcase and found a small package of explosive in
there -
freaked and called the police who called the ATO's. Turned out it had
been
placed in his bag as part of a security check in the US and was supposed
to
be found by the operators and/or chemical sniffers. But they missed
it....
and it flew all the way home with him. Scary thing was, it was the real
thing.
