When you find someone with a pen knife in their pocket, arrest them, put his mug shot on www.foxnews.com, and make an example of him. The level of effectiveness was found to be almost exactly the same as that in 1989 - which is to say very poor. Testers actually got good old S&W 38's through security and on to planes (then there was the poor tourist who got home, opened his suitcase and found a small package of explosive in there - freaked and called the police who called the ATO's. Turned out it had been placed in his bag as part of a security check in the US and was supposed to be found by the operators and/or chemical sniffers.
