Did the guy get arrested for using a tripod in public?

I am not sure of the value of this photo for me.... it is exposed right ( or
at least Photoshop got it right) but the composition and the content make me
not caring and not wanting more.    I can not get into this type of
unconnected shot.

I do like the unused park bench and the shot of the 2 people with their
hands behind them.  They evoke emotion and thought more in me.  I really
like the shot of the little kid in B+W.  It is really well done and the waif
like face is to me really incredible.  Both technically and emotionally.  By
far my preference.
