As it happens, such photos have generally tended not to be set up, but rather to be candid, and so we've come to expect that with photography, and so when---unusually---a photo is set up, or staged, we tend to be "tricked" by it, and we feel misled, and so we may criticize the photo as a "fake." Movies, on the other hand, and as it happens, have generally tended to be staged, scripted, planned, rehearsed, and so when we see a movie, we just assume---unless the label "Documentary" were conspicuously applied to it---that it was indeed set up, and no one feels tricked by it or misled in the least bit.
