It means - If you can't say anything constructive, or if you know what you
say MAY at all be misconstrued by anyone - just bite your fingers, and don't
type it. 
     No matter how many smile faces or winks we add to a remark, Email is
faceless, and devoid of any attached emotion, and the receiving end derives
and constues this in his/her own way - using their own value system and past
experience. One letter can be read in many ways, by many people.
