Short answer, yes.  John at focalpointlens.com does wonderful work on just
that sort of problem.  He also can clean and repair other lens defects as
well as being honest and telling you when something won't work or isn't
called for.

As an example, I bought a very hazy DR that someone had taken apart to clean
fungus and done a particularly bad job of it.  Needless to say the lens was
extremely cheap and in otherwise good shape.  About a month in the spa in
Colorado and the DR was in pristine condition and now taking typical
wonderful Leica photos.
